The kingdom of Dowa, which is subdivided into 13 states, is celebrating its monarch’s 99th birthday. These 13 states have many agencies that are controlled by the giant organization known as ACCA. Within ACCA, Jean Otus is the second-in-command of the inspection agency. His agency has ten people placed in each of the 13 states, with a central office in the capital city. They keep track of all the activities of ACCA across the kingdom, and keep data on each state’s ACCA office flowing toward the central office. Jean also often has business trips from the capital to the other districts to check on the situation and personnel there.
ACCA 13-Territory Inspection Dept., was the pleasant surprise of the Winter 2017 season. I was curious about it when I read the synopsis and watched the promotional video, but it was nothing much more than that. However, more I was watching the series, more the plot was developing more I got interested and curious about how it will end.
We follow the story of Jean “the Cigarette-Peddler” Otus, the second-in-command in the Inspection department of ACCA head office, while he is visiting the different territory of the country. During his visit a rumor of coup d’état began to spread around and some of the higher up seems to think that Jean might be the mastermind behind that, but is it really the case.
I really like Jean as character, he his really carefree, nothing seems to affect him unless you touch to his little sister, Lotta, or childhood friend, Nino. He care about his job and know what he is doing, but what make the series show really interesting is not the character, even if there is some other interesting character like Nino, Lilium or Director Mauve, it’s the obvious difference between each territory. Some series will not bother to make the region different, however in ACCA you can clearly see the differences between them. Not only in the people and way of living, but in their principal resources or architecture. Like Yakkara is seems to base on Las Vega with all the casino and main hobby being gambling, while Pranetta main city is in a cave, the citizens on the city get outside only once the sun is down, because during the day is too hot. I was always looking forward the next episode, just to see who the territory will look.
Of course the main story is not just about Jean inspecting the different territory, there is a main plot related to the coup d’état, without spoiling anything, I can say it take to before we actually get to it, before we get a glimpse of what is happening. ACCA 13-Territory Inspection Dept. is a slow pace series. Not a lot is happening in each episode, and even when something, while they unveiling some major information, there is nothing big. Yes there is some cliff-hanger about it’s more toward the end of the series.
The series is tag as Police/Drama, but don’t expect big action fighting scene, you will not find that and if you are the kind you can’t watch series where the main point is to actually listen/read to what the character are saying, don’t watch it, you might find it borderline boring. ACCA is the kind of series, that will give just enough information about what is coming to keep you interest.
